Land Use in Cancún: How to Know What You Can Build on a Lot
Updated:
In Cancún, what you can build on a lot is set by the town Urban Development Program (PDU): the permitted use, how much of the lot you can cover, how many floors and how many units or rooms. This guide explains how to read it and what to check before buying.
How to read the zoning
- Use: residential, commercial, tourist, mixed, public facilities or conservation. Conservation, green areas and public space restrict private projects.
- COS: share of the lot the ground floor can cover. CUS: total buildable area across all floors per square meter of lot.
- Density: units or rooms per hectare; plus maximum height and setbacks.
- Urban reserve: the use is set later by a partial plan or a municipal ruling.
Note: the 2022 plan is in litigation
Cancún's 2022 PDU was challenged: according to the press, a federal court ordered it set aside in an amparo case (995/2022) and the city appealed. Confirm with the municipality which plan applies before buying or designing.
The land-use certificate
The municipal "constancia de uso de suelo" confirms which use and rules apply to a specific lot. It gives certainty above any map or listing; request it before signing if you plan to build something new.
